The incumbent is responsible for managing and directing
the U.S. Government Printing Office business unit, Library Services and
Content Management.  Critical responsibilities include conceptualizing,
evaluating, planning, designing, and implementing GPO programs and
projects in support of the statutory responsibilities and initiatives of
the Superintendent of Documents.​

∙  Directs and manages the functions of the Library Services and Content
Management (LSCM) organization, under the broad policy guidance and
direction of the Superintendent of Documents.
∙  Continually assesses organizational structure to respond to changing
requirements of the programs under Title 44, U.S. Code. The nature of
this work is such that it is subject to continual Congressional and
media scrutiny, particularly at a time when the information made
available through the Federal Depository Library Program and GPO’s
Federal Digital System is rapidly changing, and GPO is actively
competing with other information services.
∙  Ensures effective coordination among major programs authorized by
Title 44, U.S. Code: the Federal Depository Library Program (FDLP), the
Cataloging and Indexing Program (C&IP), GPO Access and its successor,
the Federal Digital System (FDsys), while managing the acquisitions and
distribution components of the International Exchange System (IES)
Program of the Library of Congress and By-Law Programs.
∙  Maintains a thorough and current awareness of GPO information
dissemination capabilities, as well as new and evolving electronic
information technologies that could be utilized to serve GPO program needs.
∙  Establishes, revises, and reviews policies, procedures, objectives,
priorities, and organization design for the staff as necessary, with
quantifiable, measurable results, to eliminate problems or barriers to
mission accomplishment, promote team building, implement quality
improvements, or in response to concerns with regulatory compliance or
customer requirements. Establishes and monitors metric and analysis
systems to assess.
∙  Develops, coordinates, and presents training and continuing education
events relevant to the FDLP and other programs managed, both internally
and to external stakeholders.
∙  Plans the work to be accomplished by subordinates, as determined by
the Superintendent of Documents, outlining the scope, content, and
objectives of specific tasks and their outcomes.
∙  Assesses and executes strategic and operational plans with key
operating officials within the agency as a whole, implements change in
operations, and advises senior GPO managers of potential future  challenges.
∙  Communicates with the Depository Library Council, professional
library associations and other groups with a direct stake in GPO/LSCM's
functions.
