I have also found this UN web site, the United Nations' Sudan
Information Gateway, with a page called Map Centre, in which among
others are several maps for Southern Sudan,

There are layer shape files, and related links.

One of the links is to the Ministry of Land, Housing and Public
Utilities for the Government of Southern Sudan, with several map files
for each of the 10 cities of the new country, including for Juba, the
capital city, http://www.southsudanmaps.org/

I created a reference map of Sudan and Southern Sudan and Surrounds,
which some may find useful (attached).

Related to the story of this new country, Marcy located and obtained a
map of the world from The Guardian showing all countries and
highlighting South Sudan. I will have it cataloged today. The title is
"The new map of the world" with a note that starts "On 9 July the
Republic of South Sudan became the world's newest country..."
