I believe it was on this list some months ago that there was a
discussion of an electronic system that provided time zones by
coordinates, but I didn't save the info since I thought, or hoped,
that no one would ever ask me this question.  Does anyone recall
the discussion and ultimate answer?  As I recall there was some
discussion back and forth because of the complexities caused by
time zone boundaries not always following straight down a meridian,
but it also seems to me that someone resolved that situation and
recommeded a package that would answer these questions.  Help!
