I have been using International Computer Works, Inc. "TIGER to MapInfo
Translator" (TMT) ver. 5.3.  I am very pleased with it.  It converts
"coverages" (roads, power lines, hydro, tracts, '80 block groups, etc.)
to MapInfo for Windows and DOS (MIF/MID and MMI/MBI formats)  It is not
cheap, on the other hand, it works and makes the TIGER data (such as it
is) fully available to my user community.
