A number of years ago (ten, it seems from the documentation I have), USGS
distributed a package called PLANE-PC, INTERACTIVE GRID COORDINATE
CONVERSION FOR PERSONAL COMPUTERS.  The package converts "geographic"
coordinates (lat/long) to UTM or state plane coordinate systems and back
again.  For the most part it is easy to use.
 
I'd be happy to send you a copy of the flyers that I have.  Pricing seems
a little confusing.  I think that the documentation alone is $2.75 and
the complete package is $42.75 -- but I'm not really sure.
