As a soldier in mapping during Operation Desert Storm, I had a hard time
getting topo maps of Saudi Arabia.  The government of Saudi Arabia controls
all access to this information and it was not available then as I'm pretty
sure its not available now.  However. the British government did have some
older information available so maybe you can try that route.
