At the township level I would suggest your best bet would be to see
if the nineteenth century descriptive gazetteers that list all the
townships include the township 'seats' as well. For New York try the
ones by John Disturnell (1842), Thomas Francis Gordon (1836),
Franklin Benjamin Hough (1873), Horatio Gates Spofford (1813 and
1824), and J.H. French (1860). For Pennsylvania there is one by
Thomas Francis Gordon (1832). Some rural townships may be totally
'rural' so good luck.
