At the Allied Products map store in Anaheim I've seen CDs of Southern
California aerial photography for sale.  I seem to remember it being keyed
to Thomas Brothers atlas pages.

Perhaps the folks at Thomas Bros downtown LA store know this product or can
offer advice.

Otherwise, I would contact SCAG to see what they have contracted for
recently.  Most regional planning agencies have aerials flown which they
then resell to the public, and nowadays more and more of that is digital,
with the contract deliverable being digital orthophotos.
