The first thing to do is to talk to whoever does "rural addressing" for the
county.  Because of 911 systems, the county almost certainly has someone
who is responsible for assigning names and street numbers, even in rural
areas.

If the signs and a couple of maps are wrong, they may be grateful.  But if
the families that live on those roads have begun using the "incorrect"
names as addresses, chances are that the mistake is now permanent, and your
information will be a mere anecdote.

If the rural addressing czar (or czarina) agrees that it's a mistake than
can be corrected, then you can send your correction to both KyDOT and USGS.
USGS will file it for possible use if the quadrangle is ever revised.
