There is one article online at
http://www.hawaii-nation.org/gis/6-state-gis.html. I'd throw this question
toward the ESRI lists (ESRI-L and ARCVIEW-L), as I know there are groups (at
least one is in Oregon, I think) who have established programs for data
entry by prisoners.
