The PCL Map Collection is currently scanning all pre-1945 topos for the
US and making the full scans available in public domain.  They have
several states online already.  Looks like you might have missed a few.

I've also been keeping track of websites with historic topos.  Looks
like you have most of what I've found, but might want to double check
the list I have on this website.

Also, I have many of these maps available as overlays in Google Earth,
which you can also get to from website above.  I hope to add many more
when I find time and web server resources.

    Hello!

    I've put together an index of where one can find digital USGS 15
    minute topos for all the states. If anyone sees any mistakes or a
    site(s) I've missed please let me know. Also, kudos to the
    Cartographic Research Laboratory, the Department of Geography, and
    the Map Library, all at the University of Alabama. They have done a
    magnificent job not only with their own state's maps, but also the
    maps from almost all the other states.
