I think the Hawaii quads are pretty non-standard, partly because they
tweak the boundary lines of lat and long to better center the islands
(they won't necessarily be on the same grid as on the mainland, always
at 0' 7.5' 15' 22.5' etc.). The fact that some are taller than 7.5 min
of latitude is related to this (like how they sometimes have slightly
wider or taller maps in coastal areas to keep from printing an entire
sheet for a sliver of land).

Any area should be covered by either a 7.5 min wide sheet or a 15 min
wide sheet, but not both at the same time (except during a changeover
when one 7.5 area has been updated but not the other half, so you have
to keep both until they update both parts). I mean, USGS considers all
the 1:24K and 1:25K maps the Primary series, not really two separate
series.  See their state quad indexes. I don't know what cataloging
practice is.  I'm pretty sure there was no time Hawaii was completely
covered by the wide maps, nor any of the mainland states that have them.

I think they seem to be moving back to all 7.5' wide sheets for Hawaii,
since recently some of the wide ones were superseded by newer narrow
ones. They seemed to keep the metric contours but revert to 1:24,000.
You surely know more than I do regarding the 15' wide sheets in northern
California (will they be replaced by normal ones eventually?).  Same
question for New England 15' wide sheets.
