I don't know about other states and counties, but both California and
Los Angeles county have a procedure for official designation of "scenic
highways" and "scenic roads" which gets laid on particularly "scenical"
roads.  CA 1 between Monterey and San Simeon is one such, for obvious
reasons.  Angeles Forest Highway is one.
