Maps of Brunei are available from the Brunei Survey Dept (in Malay: Jabatan
Ukur):

address:

JABATAN UKUR
KEMENTERIAN PEMBANGUNAN
LAPANGAN TERBANG LAMA
BERAKAS BB3510
NEGARA BRUNEI DARUSSALAM.

LAPANGAN TERBANG LAMA is a street also called "Jalan Airport Lama", lined
with govt offices situated where the airport used to be (the new
international airport is further north now), and is a short and easy bus or
taxi ride from the centre of the capital Bandar Seri Begawan.

On public sale are the following maps:

"Brunei 1:100,000" (Series/Siri BR.1) featuring a 10km grid, roads by
class, religious buildings, police, schools, hospitals, power lines survey
points, boundaries of districts and subdistricts (daerah and mukim), rivers
etc. No contours or vegetation info.
5 sheets (irregular sizes), dated 1982-93. sheet index at
http://www.survey.gov.bn/images/index100.jpg

"Brunei Darusaalam", 1:250,000, 1998. Uncontoured map of the country on 1
sheet. Coloured , with inter-town distance chart. Shows roads,
mukim/district boundaries, rivers, and tourist spots by symbol.. No grid,
but lat/long given in corners.

These are all B$10 each (B$1 = Singapore$1, and Singapore dollars are
perfectly acceptable in the country)

In addition there are a couple of tourist maps, but not good quality,
although 2 of the 3 I obtained had reasonable town maps of the towns
outside the capital, and schema of the bus routes in the capital, which
proved very useful.

Restricted maps can be obtained with govt pre-approval. Details on the
Dept's website at
http://www.survey.gov.bn/prodserv.htm

In this category are 1:1000 and 1:2500 series,
a 1:10,000 and 1:50,000 topo series (for the 50k: same sheet lines as the
old British-produced series),
2 geological maps (one covering the country, one covering the capital area),
and a JOG covering the whole country and the adjacent bits of Malaysia.

Staff at the sales counter spoke English, but not completely fluently.

In addition, the Surveyor-General & Shell Oil, have together produced
(with cartographic assistance from Terralink NZ)
"Road Map and Street Index of Brunei Darussalam",
ISBN 99917-901-0-1,
a paperback A5-sized book with 60pp of general/tourist info about the
country (museum hours, sights, banks details, hospitals etc), and street
maps of Bandar Seri Begawan, Kuala Belait, Pekan Tutong & Bangsar (the
district capitals) at 1:20,000.
sample image at http://www.survey.gov.bn/images/Map_index.jpg
These are comprehensive street maps covering the whole urban areas, with
Shell petrol stations marked (the only petrol company in Brunei!), major
buildings, built up areas, creeks, etc. Index of streets, buildings,
hotels, natural features.
In the rear pocket is a 1:100,000 double-sided satellite image of most of
the country.
Price: B$15 from the Survey Dept, or B$8 from Wordzone, a bookstall in the
basement of the Yayasan Dultan Haji Hasanal Bolkiah Complex (YSHHB Shopping
Centre) in the SW of the capital city [Wordzone is ph 673-2-232 764, open
9:30am-10pm].
