This might be more of a historical question BUT, exactly how did the
US delineate political boundaries, especially village or towns way
back when. What criteria, typical methodology, etc. For instance, how
did we know where one village started & the next ended?
 
The reason I'm asking is that we are trying to develop a system/methodology
integrating GPS/GIS/vodoo to *finally* delineate village boundaries here
in Thailand.  It would be nice to have some background before we lay on
the technology.
 
Any references, etc. much appreciated.
