A searchable database on CD-ROM is available from USGS for a cost of
approximately $30.  It is called GNIS (Geographic Names Information System)
and allows users to search by entries to a wide variety of fields scuh as
place name, entity type, county, state, 7.5 minute quad name, geoccords,
etc..  GNIS catalogues all entities on all 7.5' quads for the entire country.
 A user could query for a topo quad name by entering a couple of items like a
city and state or a state plus the name of a stream, road or other entity.
 It is a great bargain.
 
The records could be linked via geocoords to a relatively simple GIS like
MapInfo to acquire the point-and-click interface you are looking for.  If
this was your objective, it might be simpler to simply download the entire
database into a directory on your hard drive and attach it to the GIS as a
delimited ASCII file.

Take a look at the GNIS (Geographic Names Information System) database

7.5' topo quads for the entire country to other fields such as state, county,
entity type, geocoords, topo quad name, etc..  Users can search using entries
to one or more fields.
 
The data tables could be attached to a relatively simple GIS like MapInfo, to
achieve a point-and-click method for looking up data like the name of the
applicable topo quad.
