You can find CD-ROM versions of the Congressional districts at your
nearest Federal documents depository.

You may also want to try the latest TIGER files (2011 most recent
edition).  They are available as shape files.

However, finding shapefiles for congressional district maps going as far
back as 1789 might prove difficult.  It is something that might need to
be created.

I have a patron looking for historical congressional district maps for
the US in digital format.  We have several paper atlases taking mapping
of the congressional districts back to 1788.  What we really want is
digital, preferably shape file or any other digital format.

If anyone has any leads where they may be available please send the
