     As I remember, JOGs are distributed on deposit to libraries which
     have selected them as a depository item. Since they are published
     by the US government, they are not copyrighted, and so the author
     of the book you mention could lift as much as they needed for use
     in the book, i.e., go to the library and make photocopies and use
     them. This all assuming that the sheets you need have actually
     made it to the library, as we experienced long stretches of time
     when nothing arrived from the DMA.
 
     I also know of members of the public who have tried to purchase
     JOGs from DMA/GPO/etc and been told they are not for sale. The
     1:250,000 scale is considered too detailed and thus sensitive.
     You can try for the 1:500,000 series, but the only thing I've
     actually seen being sold is the 1:1,000,000 ONC (Operational
     Navigation Chart) series.
 
     Thus proving how wonderful map collections in libraries are!
