If the US flew photos for Brazil, it doesn't mean they are held by any
US library or company. They might have been flown by a private firm or
by the government, but in either case the film may be held by the
government of Brazil or by the firm who did the job - and in the latter
case it is likely that there is some agreement that they not release the
imagery without written permission from the powers that be in Brazil.

We often ran into this problem tracking down photography when I was in
my last job procuring historical aerials for people.

Tell him to try an aviation history magazine. Aviation History, Wings
& Airpower, and the British magazines (Aeroplane, Air Enthusiast) all
have solid contacts with USAF retired personnel. Someone will know
something. I can provide the magazines' contact information, if you
    wish.

It was in about 1961 that the USAF lost a Snark cruise missile in
Brazil. The thing went out of range and just rumbled on until it ran
out of fuel -- which had to be somewhere in Brazil. I've never read
about a search for it, but some search must have been carried out, and
that photo survey may have been it.
