Google is a good place to start.  Search for "California DRG" for example.

Also, I believe you can find all of them online at USGS
(http://edcsns17.cr.usgs.gov/EarthExplorer/).

    Is there a online resource that has the free downloads of scanned (TIFF,
    JPG....) versions of the USGS 1:100,000 topographic maps ?
