Malaysian mapping is sold by both the federal and state mapping
agencies: Jabatan ukur dan Pemetaan Malysia (JUPEM), Dept of Surveying
and Mapping, www.jupem.gov.my <http://www.jupem.gov.my/> (this site
seems slow to load, but has both English and Malay pages)
Previous tight restrictions of sales have been relaxed somewhat,
particularly at the federal office.
Maps for sale include restricted and civilian editions of the 1:50,000
and 1:25,000 topographic series, and city plans of most towns. There is
also a 1:10,000 series around Kuala Lumpur, besides maps of individual
states, of the Peninsula and of East Malaysia, and of the country as a
whole.
There is no medium scale topographic series on sale (ie 1:250,000),
although Thailand sells JOGs (1:250,000) for sheets covering the
Malay-Thai border.

The civilian edition topographic maps use the same sheet lines as the
restricted editions, but a different numbering system (just to be
confusing).
The civilian editions have 100m contours rather than 20m, and while they
have lat/long shown, including 1-minute ticks, there is no lat/long or
1km square grid on the map itself. Sheets are available over the counter
in Kuala Lumpur for MYR10 each (3.8MYR = US$1). The number of sheets
available at present in the civilian editions is only a fraction of the
full series, but is slowly increasing. Available coverage is least for
East Malaysia and for the 1:25,000 series.

1:50,000 coverage includes the southern half of Penang Island, most of
the city and vicinity of Ipoh, of Kuala Lumpur, of Melaka, and of Johore
Baru and the Johore strait (Peninsula Malaysia 1:50,000 series
DNMM5101), as well as a special sheet covering all of the Federal
Territory of Labuan in East Malaysia (East Malaysia Series DNMM5201
sheet 54).
At 1:25,000 possibly the most interesting available sheet is of Melaka
town (Series DNMM6102, sheet 153d). East Malaysia is 1:25,000 series
DNMM6201.
The restricted series (Peninsula Malaysia 1:50,000 series DNMM L7030,
East Malaysia appears to be series DNMM T738) offers a 1km grid, 20m
contours, and almost complete national coverage (complete for the
Peninsula), but are available for sale only after submission of the
necessary forms in triplicate and ministerial approval.

The forms are only in Malay. The JUPEM website says:

The forms stated are available either from the Map Sales Office, The
Head Quarters Survey and Mapping Department Malaysia or from every
state's Survey and Mapping Department. Every application is addressed to :

There is no printed catalogue of maps, nor a decent topo sheet index
online. The best index of 1:50,000 coverage for peninsula Malaysia is in
Parry and Perkins' "World Mapping Today" 2nd ed, but this shows only
those sheets available at time of the book's publication. However the
grid is accurate and can be xeroxed and the additional sheets drawn in
to work out which ones cover any given area.
The 1:25,000 sheet lines are simply quarters of the 1:50,000 sheets, and
labelled a,b,c,d after the 1:50,000 sheet number.

JUPEM has been slow in the past to respond to email orders, and only
accepts Malaysian Ringgit, not credit cards. With past restrictions on
Ringgit availability, this meant it was difficult to purchase maps from
overseas even by money order, as money orders were not available in
Ringgit. Service and ease of purchase by mail may have improved, as
ringgit cash is now available once more from exchange dealers. Map
counter sales are unproblematic, and staff friendly. Take the Putra
metro line to Damai station, and the JUPEM office is only a short bus
hop or walk up Jalan Semarak.

The Penang state mapping office is on floor 39 of the KOMTAR (Komplex
Tun Abdul Razak), the government office tower in central Georgetown.
Access is via the government information desks in the shopping centre on
the lower floors, where a pass is obtained in exchange for ones ID
card/passport. Take lift to floor 39 and buy maps over the counter. The
Penang office sells the same maps as the federal office, but only those
covering Penang state. These include 3x1:7500 city plan sheets of
Georgetown (Series DNMM8101 sheets Pg.1a, 1b, 1c), 3x1:10,000 topo
sheets, covering Bukit Mertajam , Sungai Petani and Bayar Lebas (these
cover 3 separate areas of the state, not Georgetown itself), and
physical/political state maps at various scales. Most maps are the
standard 10MYR each.

All other states have their own agencies too.

With the mushrooming growth of Kuala Lumpur/Petailing Jaya/Shah
Alam/Port Klang, the Klang Valley is now a giant urban sprawl. The best
street directory, at least in terms of area covered, appears to be a
UBD/Rimman  co-production, in UBD's Australian street directory style
(hopefully without the deceptive "copyright traps"!): "Street Directory

For state maps, showing up to date expressways, most rural roads, and
with good town streetmap insets, the state map sheets produced by WEM
(World Express Mapping) are very good, and cheap (9MYR each). Eg the
Negri Sembilan map has the state on one side at 1:170,000, indexed, and
Seremban city on the reverse, at 1:16,632. The Johore state map includes
1:15,000 insets of Muar, Segamat, Kluang, Mersing, Batu Pahat, Pontian,
Johore Baru and Kota Tinggi. The "Klang Valley Travel Map" covers KL and
surrounds.
