In the latest edition of MAGIRT's Baseline [1], David Bertuca reviews
OceanGrafix's Nautical Charts Online [2], a spatial index and viewer for
nautical and bathymetric charts.

Nautical Charts Online is easier to use than both NGA's Chart Viewer [3]
and NOAA's bathy chart index and viewing tools [4]. Like NGA's Chart
Viewer, Nautical Charts Online also restricts preview access to most
charts in int'l waters. But unlike NGA's Chart Viewer, the charts you
/can/ preview include those from NGA's Region 6 (Eastern Africa and
Southern Asia).

And that's my question. Why does NGA restrict previews of the same
charts that Nautical Charts Online--a service of one of NGA's own
commercial chart resellers--allows users to fully preview?

Just curious.
