Kathleen,
If you have "Cartographic materials : a manual of interpretation of AACR2"
look at rule 3B2, especially the second example.  According to this, you
would give the correct scale first and the incorrect second in the pattern:
Scale [ca. 1:100 000] not [ca. 1:75 000].
Any explanations would be made in the note area if required.  Only the
correct scale would be entered in 034.
