Phil,

As the scope note in the authority record for this subdivision indicates, it is
to be used as a subdivision following geographic headings for countries,
regions, cities, etc. I recall a conversation with folks at LC G&M awhile ago
in which they created this subdivision because of the formerly common
comparative area maps found on earlier CIA maps, most often the country in
question was overlayed on a map of the U.S. or North America. These were/are
found on the large CIA maps, not the 8 1/2 x 11 inch ones.

Since rivers are geographic entities I do believe you could use this
subdivision appropriately under the names of individual rivers given in 651
fields, but then, what happens if you've got, say, more than three rivers? It
can become a nightmare in a hurry!
