When Rand McNally was first considering going digital we did a
design study for them (reported in The American Cartographer,
Vol. 14, No. 2, April 1987). Scenic routes were characterized in
that study as having an "inconsistent relationship" to other
elements of the cartographic database for the Road Atlas.

The reason was that nobody associated with the Road Atlas could
explain how they were determined! However this was not a problem
with the Randway Series Maps where some criteria for their
definition existed.
