For the American west, try Benchmark Maps. As a former employee, I can
attest to the almost manic attention to detail in their state road
atlases.
An example, for their first publication, the New Mexico Road &
Recreation
Atlas the editors FIELD checked every road that appears, down to "4wd
dirt
road".
