Subject: Another atlas theft

Another 19th century atlas has been stolen despite recent improvements in
area security. I'd like to know how each map librarian determines which
items should be sent to special collections, which items require an
intermediate level of security (for instance a locked case inside the map
library), what that intermediate level of security consists of, and how
often and by what methods you determine the value of each item.
