which accesses the Background Notes.  Its URL is

For the U.S. State Department <Background Notes> try
(gopher://umslvma.umsl.edu/11/LIBRARY/GOVDOCS/BNOTES). It is
maintained at the Reference Department of the Thomas Jefferson
Library at the University of Missouri at Saint Louis. I hope that

          academic libraries so you might try the UO homepage first,
