Hi Hallie!

I'll leap into this question from PSU's end. We maintain a separate
physical collection of materials in Pam boxes called the "Map Guides"
collection, and there's also a separate Item Location set up for this in
our cataloging system as well. Maps Room staff determine when a hard
cover from a map folded into a cover is to be removed and shelved in
this collection, and both the map and the cover receive the exact same
call number so that they can, at any time in the future, be matched up
again. Other items that go here include accompanying texts or indexes
that are small in nature (typically bound into one of the covers too),
and small like items.

The problem with leaving the covers on these types of maps is that if
you have enough of them in one drawer they take up more than there share
of space, and of course they are liable to catch and tear map sheets
around them as they are pulled out for use and/or refiled.

Unfolding those sheet maps that are simply folded with a panel showing
for  display is less of a problem as those simply become another flat
sheet of paper. Maps of this sort are always unfolded, cataloged, and
stored flat in the map drawers in our collection.
