The National Atlas on CD-ROM will not be available through the FDLP.  Here
is the information received from USGS when I asked about it recently.
 
 
All products of the National Atlas of the United States that are soley
generated by the Federal Government will be distributed to those
institutions that participate in the map library depository program.  Though
we are concentrating our efforts on developing useful Web-based GIS tools
for the display and analysis of Federally-collected geospatial information,
we have continued our tradition of publishing high-quality paper maps as
part of the new atlas.  Three new maps have been released (see the following
URL:  http://www-atlas.usgs.gov/atlasmap.html) and these have been
distributed through the FDLP.  We also document and distribute all of the
digital cartographic data collected for the atlas to date.  Libraries
wishing to download these data can do so at no cost from the following web
site:
  http://www-atlas.usgs.gov/atlasftp.html
 
We are also negotiating with commercial firms to cooperatively develop
digital products on CD-ROM.  It is assumed that our business partners will
be responsible for marketing and retail distribution of these products and I
do not expect that these will be offered through the depository library
program.
