LC subscribes to the entire package. Some time ago I attempted to find other libraries that offer national access and I believe the University of Florida does (or did.) (I would also be very interested to learn about others who offer national level access.)
With regard to access, this database is accessible in any of the three LC buildlngs and we do not require special logins other than the the (free) LC Reader Card required to enter any of our Reading Rooms. We offer access to any and everyone who visits our Reading Room and allow patrons to print (8.5x11), download, or e-mail .pdf files of the sheets. Patrons are presented with the "non-commercial use" disclaimer on the ProQuest site when first accessing the site.
During the compilation of the LC "Fire Insurance Maps in the Library of Congress..." (aka the "red book") LC identified and distributed over 286,000 duplicate sheets and atlases to institutions in fifty states. Many of those same institutions, as well as others, purchased complete film of their states. I am not aware of anyone purchasing the complete US microfilm set but the it was by Chadwyck Healey and we would not necessariily be aware of individual purchases.

Dear Maps-L:
Does anyone know of a library anywhere that subscribes to all of the
"Digital Sanborn Maps" collection from ProQuest?
We just get North Carolina, and I suspect that most places get only
their own state and maybe some adjacent states, which was generally the
collection policy when these were purchased on film.
Also, if there is a library with complete access, does the licensing
policy of ProQuest (and/or the policy of the library) allow any
unaffiliated person from off the street (e.g,. an out-of-town visitor)
to visit the library and use this collection.
Finally, does anyone know of a library that has the compete set of
film? I believe LC does (in addition to the original paper copies), but
curious if there are other places.
