The history of the maps of Cairo for your research starts in 1808 with
the publication of the Description de l'Egypte. The following printed
maps are from 1846, 1858 and 1868. From this date, Ismaïl Pacha starts a
lot of public works in the future downtown Cairo... you will find all
the information, reproduction and lists of maps  in :
Jean-Luc ARNAUD, Le Caire, mise en place d'une ville moderne 1867-1907,
Arles, Actes Sud, 1998.
Jean-Luc ARNAUD, Cartographie de l'Egypte, supplément à  la lettre n°
16, Cairo, CEDEJ, 1989.

And also in several publications, mainly in French but also in English.

The Baedeker guidebook (6th ed.), with the map noted by Tim, is
available via Google Books --

Your student may find it useful to make inquiries with the Rare Books
and Special Collections Library at American University in Cairo. They
should at least be able help with what materials may exist, even if
access remains a problem.
