Subject: 'Un-conventional' sign on USGS 7.5 topos

I have a question regarding a sign that appears on many USGS 7.5 minute
topos, which apparently is not listed on the symbols sheet (that I could
see). It is a cross or plus sign, thusly: + except that it is larger and
printed lightly. They look like printer's registration
indicators.Any information regarding this issue would be appreciated.
