To me, it seems analogous to diverse Rand McNally maps which are
republishing maps by smaller cartographic companies like Seeger.
In such cases, you could name them both in the 300, with the
original cartographic agency first, and perhaps following the second
agency with [distributor].  But in your specific case, the agency may
never have PUBLISHED it before, Webb may be the only publisher per
se.  Kelley Company can get the credit in the main entry.
