For the UK your patron could approach the Coal Authority who have an extensive collection of mining maps and plans, the majority of which have been digitised:

I have a patron researching coalfields in Great Britain, France, Belgium and the Netherlands from the early 19 th century through mid 20 th and he would like some maps to include in his report. I don’t have anything in my collection but found these two maps online: http://en.wikipedia.org/wiki/File:British.coalfields.19th.century.jpg and http://etc.usf.edu/maps/pages/7200/7264/7264z.htm . Also looking through David Rumsey in the meantime. Wondering if anyone has maps for those areas scanned for their collection or print maps where I could get scanned copies?
