Paintshop Pro is probably the best software around for doing graphic
format conversions.  PC only, but shareware.  Evaluation copy is
completely unrestricted and registration is not expensive.
 
Even handles different colour depth correctly no matter what the pc
colour depth is.  Apparently one of the top three most successful
shareware programs ever written.
