Agreed. My guess is that each country represented on the committee can only
comment with respect to the citizens and organizations within its borders
(which does make sense - would you want American organizations influencing
the comments of the Spanish committee member?). Remember that an
organization domiciled in the US can probably (just my guess) mean anything
from a university to government to an automobile manufacturer. As long as
you represent one of those organizations you should be able to register,
regardless of national origin.
