Do you have a copy of the LC Map Cataloging Manual handy? (its on
Cataloger's Desktop in electronic form also). I'm working from the paper
copy and in Chapter 1 Classification, on page 1.16 in particular. There
is a lengthy discussion of Date of Situation that starts on this page
and concludes on the next. Following the guidance here, and in
particular looking at the very first example provided "Title: Master
plan, population in 2000" I see a parallel to what you are working
with/against. In that example the publication date is 1990, but the
information in the title suggests that the map data (its "situation") is
for the year 2000, and thus one uses the year 2000 in the call number.

Likewise, the statement "Laufzeit 2007" indicates that the data on the
map is good through 2007 (in real life we know thats not possible
because the map is a snapshot in time while things like roads will be
built or changed). If you are comfortable following this path then use
2007 in the call number and  be sure to give a quoted 500 note to verify
where that date came from.

Now, the last thing on page 1/16 says "If there is no indication of the
date of situation on the item, it is usually assumed to be the same as
the publication date." So, if you are not comfortable with the logic
above OR there is some other statement anywhere on or with the map that
indicates a different date of situation, then you can go with the date
of publication in the call number or the other statement's date.
