It depends on the level of accuracy you need to plot them. The biggest
roadblock I would see is conversion of street addresses into geocodes.
Those datasets aren't cheap. If she can do it by city or zip, then it's
easier.

For software,* if* she can get the data to include a lat-long or other
non- address locator field, then I'd recommend MaPublisher plugins for
Illustrator. It can create point plots, and if you use TIGER or other
basic base data.

It may actually be more cost-effective (and time effective) to farm this
work out to a GIS specialist (especially one with a address-geocoding
database at their disposal).
