The following paper topographic map sets are available (one set each) at reasonable prices, while they last: 

National Topographic Maps

Australia 1:250,000, 169 maps (chief cities) Australia 500k TPCs, 42 maps (complete coverage, latest editions; normally not available!) Namibia 1:50,000, 1,275 maps (all available maps; nearly complete) Spain 1:250,000, 145 maps (complete coverage)

NGA maps
 
1:2,000,000 JNCs, 104 maps (global coverage)
1:50,000 Vietnam, 588 maps (all available maps; nearly complete)
 
Russian Military Topographic Maps

Lithuania 1:50,000 scale, 270 maps (complete coverage)
