Yes, this is a recurring point made offline by  several folks.

Over and over there seem to be long delays, probably in some cases just
insitutional rules re the retiree's leftover leave time, etc.,  or
machinations surrounding redesign or reorganizing once a long term employee
has left. It is not always just because its maps!
I am trying to put a positive spin here.

I have no doubt in most cases book or computer focused administrators do
take a long and hard look at this particular cartographic format, and try
to redesign at the oppportune moment of staff change: either to
conservatively continue on, or, to slowly/aggressively move to new
techonlogies, which may mean new and different space, or to close down,
or...
