The folks in the Spatial Structures in the Social Sciences at Brown
University put together a terrific set of data, cross-walk tables, scripts,
and other associated datasets to allow you to standardize 1970-2000 Census
data (as well as other data that you may have at the tract level) to 2010
boundaries called the Longitudinal Tract Database:
http://www.s4.brown.edu/us2010/Researcher/LTDB.htm

(Note: it appears that they've added functionality to allow you to convert
2010 data to 2000 boundaries).

I spent a few days last year processing the data to make it more readily
usable in within GIS (joined tables, created geodatabase tables and feature
classes, etc.).  It wasn't hard to do, but it took a bit of time to get
everything organized, converted, and processed.

However, if you'd like to check it out first before you download the
database, Jeff Essic (Data Services Librarian at NC State University)
generously offered to host the data on their site:
http://www.lib.ncsu.edu/data/cendata.html and
http://gisdata.lib.ncsu.edu/CENSUS/LTDB/.

I'll be happy to answer any question about the data (to the extent that I

980, 1990, 2000 and 2010 all in 2010 census tracts. I would also like to ha=
ve ACS 5-year estimates included. We currently have the GeoLytics Neighborh=
ood Change Database for 2000 which does this for 1970-2000. I am considerin=
g upgrading to the NCDB 2010 but am also looking for other options.=20
