Hello,

I think your patron will be very lucky if they can find aerial photography
of any part of China, except perhaps of Hong Kong or Maccau. This is
because all topographic mapping and aerial photography by PRC government
and its agencies, or same collected by businesses, within the PRC is
restricted and its distribution strictly controlled.

Instead I suggest they consider purchasing high resolution satellite
remote sensing imagery (Ikonos, Quickbird, SPOT5, World View 1 etc). The
resolution of some of these sensors is <0.5m. However, postional accuracy
without GCPs will be of the order of 15m at best. The only problem you may
have is with atmosphere clarity - much of the atmosphere over China often
being smoggy or dusty for much of the time.
