On the Android there are apps to pre-load map tiles (your choice of
service: google, OSM, 可能百度地图) for when you are out of your service
area so that you can use them.  One is called Maverick and you simply
zoom in-and-out of your areas of interest before you leave home.  I
imagine that will work with an Android tablet as well.

A bit more rigorous: on the Maverick home pages, there are descriptions
of an 'atlas' tool that let's you build a maps with all levels of zoom
for a given area and then upload the results to your mobile device.
This involves mucking around with your Android file system though--your
mileage may vary.

I suppose I'd be asking the person what sorts of things she/he wants to
do with their map.  Is there a better option?  Mobile GIS?  Does the
person want to sketch on top of a map?  There must be apps specifically
for that.

(and if there's not:  one of you cleverer people can have that business
idea.)
