Might it simply be an absorbent powder (such as cornstarch or talcum
powder) used during printing to avoid "offsetting" of wet ink from
one freshly printed sheet onto the back of the next?  American
printing plants are usually climate controlled these days, but in
humid India and Pakistan, the low-tech methods might still be used.
