Our conservator had this suggestion:

Tape residue is tricky -- sometimes you can roll it off using a crepe
eraser (also called a rubber cement pick-up) that one can usually find at
art supply stores.  If that doesn't work, in the lab we would use an
appropriate solvent to reduce or remove the residue, but that should only
be done in a lab setting.  If the tape residue is on the actual photo
itself (meaning on the emulsion), I would recommend contacting at photo
conservator.

Suggest the crepe eraser, and hopefully that will work!
