Do you know the political future that you write 'Europe (incl.
United Kingdom)'?
 
As far as I know there are no European lists of libraries which
process and use digital spatial data. For your inquiry you should
contact the national map curators' groups.
 
As a starter you could use the email-list of European map
collections available on the WWW through

Chris Perkins of Manchester University has surveyed the use of
digital mapping in the United Kingdom and other countries in
1994. It is published as table 1 to his article 'Leave it to the
Labs? Options for the future of map and spatial data
