     Not knowing what sources you have tried for L. Wuhrer (Paris, 1870s
     cartographer) it would not come amiss here to suggest (or repeat) the
     following bio-bibliographic guide:-
 
     How to identify a mapmaker: an international bibliographic guide
     [...]=Comment identifier un cartographe: guide bibliographique
     international[...] / edited by Monique Pelletier. - Paris: Comite
     Francais de Cartographie; [Tring, Herts: sold also by Map Collector
     Publications] for International Cartographic Association, 1996. -
     [ii]leaves,82p.; 30 cm. - The contribution for France is on pages 39
     to 42, and includes a mention of 'Information on cartographers in
     database': "BN-OPALINE database on maps elaborated [!] by the Map
     Division of the Bibliotheque Nationale de France with the cooperation
     of the Service historique de l'Armee de Terre [...]" (including
     20th-century mapmakers)
 
     Perhaps you would let MAPS-L subscribers know how you get on?  Or
     perhaps not...
