Jon,

This web site (http://grid2.cr.usgs.gov/datasets/datalist.php3) will
allow you to download Vietnam province level administrative boundary for
free. To download your data, go to Asia Population Distribution Database
then select 1995 South East Asia Administrative Boundaries.

Hope this is what you are looking for.
