I was wondering how the factor 2.4477 * RMS to be a 95% confidence
interval for horizontal and vertical data is derived.
This is from the FGDC standards -- their source is
Greenwalt, C.R. and Schultz, M.E., Principles and Error Theory and
Cartographic Applications, ACIC Technical Report No. 96:  St. Louis, MO.
 
Aeronautical Chart and Information Center, U.S. Air Force.  89 pp.
 
Does anyone have this book, or know how the formula is derived?
